Who organizes Hajj in Azerbaijan?
Only the Caucasus Muslims' Board (QMİ) organizes the Hajj pilgrimage from Azerbaijan. The package is uniform, the price is the same for everyone, and places are set by an inter-state quota. That is why a private company cannot sell a separate Hajj package; some agencies only mediate documents for QMİ registration.
The Umrah market, by contrast, is open: dozens of tourism agencies in Baku sell Umrah packages year-round. Price, hotel standard and service quality differ significantly from agency to agency, which is why selection criteria matter more here.
If you see a Hajj offer on social media cheaper than the unified QMİ package, be cautious: an official Hajj visa is issued only within the state quota, and performing Hajj on a tourist visa is against the official rules.

By what criteria should you choose an agency?
When buying an Umrah package, base your decision on documents, not advertising. These six criteria prevent most problems in advance.
Official registration and address
Find out whether the company is registered in the state registry, its real office address, and how many years it has been operating. Be wary of sellers who work only through a social media account.
Written contract
All the terms, the payment schedule, and the cancellation and refund procedure must be in a signed contract. Verbal promises prove nothing in a dispute.
Full price disclosure
Ask for an itemized list of the services included in and excluded from the package. Hidden costs most often appear with meals, visa fees and transfers.
Hotel and flight confirmation
Get written confirmation of the hotel name, its distance from the Haram, and the flight route. Hotels with the same name may have different buildings; check the distance yourself on a map.
Group leader and religious guidance
Ask about the leader's experience, the size of the group, and the visitation program. Religious guidance delivered in Azerbaijani makes a big difference, especially on a first trip.
Support during the trip
Clarify in advance who is responsible for the round-the-clock contact line, and what happens in the event of a lost document, a medical situation, or a flight change.
How to check official authorization?
On the Saudi side, Umrah services are organized only through authorized service providers. Ask the agency which provider it works with and confirm that your package will be officially registered in the Nusuk system.
Make the payment to the company's official bank account as far as possible and keep the receipt. Stay away from sellers who ask you to transfer to a personal card.
Look for real reviews from previous groups: the agency's old trip photos, group videos, and a short conversation with reference pilgrims reveal a great deal.
